How to Register for Barangay and SK Polls 2016 - Req'ts and Procedures

MANILA, July 8 – The Commission on Elections early this week, issued guidelines for voter registration for the Barangay and Sangguniang Kabataan (SK) elections set on October 31 this year.
The Comelec en banc, through Resolution No. 10148 promulgated on July 5, 2016, announced that voter registration will be from July 15 to 30 only, including Saturdays, Sundays and holidays.
The Comelec underscored that the registration is open to first-time voters, both in regular and SK polls, as well as those who have been deactivated for failing to participate in at least two consecutive elections.
Registration is open for those between ages 15 to 17. Registrants must be living in the community for at least six months.
Meanwhile, registrants for barangay elections must be at least 18 years old by the time of the elections. They must also be a resident of the Philippines for at least one year, and living in the place where they intend to vote at least six months before the elections.
Voters between 18 to 30 years old who participated in the May 9 polls, or those of this age registering for the barangay elections, will also be listed for the Katipunan ng Kabataan polls.
Any Filipino citizen who is not yet a registered voter, may apply for registration, provided he/she possesses the following qualifications:

Applications must be filed personally, as voters' biometrics data will be captured during registration.
Registrants must personally file their applications with the Offices of Election Officer in their respective cities or municipalities on dates mentioned, from 8:00 o’clock in the morning to 5:00 o’clock in the afternoon.
Application forms may be downloaded from www.comelec.gov.ph, to be printed on long bond paper. Applicants must manually fill-up three copies of these, manually.
The COMELEC added that there will be registration of voters, re-activation and correction of entries but transfer of voters is not allowed.
Positions to be elected in the barangay election are barangay Chair and 7 kagawad and in the SK, SK chair and 7 SK kagawad in 42,028 barangays throughout the Philippines whose terms start in November 2016.

Registration Requirements

- At least fifteen (15) but not more than thirty (30) years of age as of the day of the election (October 31, 2016);
- Residing in the barangay for at least six (6) months on election day;
- Not otherwise disqualified by law.
- Registered Voters as of May 9, 2016 National and Local Elections and those who will register for the Barangay Election who are eighteen (18) but not more than thirty (30) years old on or before October 31, 2016 shall be included in the list of voters for the Katipunan ng Kabataan.
Barangay Elections
- At least eighteen (18) years of age on or before October 31, 2016 Barangay Elections;
- A resident of the Philippines for at least one (1) year and in the place wherein he/she proposes to vote, for at least six (6) months immediately preceding the October 31, 2016 Barangay Elections; and
- Not otherwise disqualified by law.
- Any person, who has not reached the required voting age or period of residence on the day of registration but will possess such qualifications on or before the October 31, 2016 Barangay and SK Elections may register as voter.
